Expanding a Regional Program into a Nationwide Digital Business

After successfully transitioning the Queensland Traffic Offenders Program (QTOP) to an online format, Lara Hickling partnered with Everblue again to scale the program across all of Australia—launching the Australian Traffic Offenders Program (ATOP).

The Challenge: Scaling Beyond a Local, In-Person Model

While QTOP had proven success as a classroom-based program, expanding nationally required a completely new approach.

The ATOP initiative needed:

  • Online training and test delivery
  • Secure remote proctoring
  • A fully integrated e-commerce experience

Unlike QTOP, this new platform had to allow users to register, pay, access, and complete their training—all in one place.

The Solution: A Fully Integrated Online Training and E-Commerce Platform

Everblue delivered a complete digital ecosystem that included:

  • A customized learning management system
  • Secure online test delivery and proctoring

This unified platform enabled consistent delivery of road safety education across Australia while maintaining program integrity.

The rollout followed four key steps:

  2. Training Platform – Hosted courses in a customized LMS
  3. Test Delivery – Configured scoring and reporting

Since launching in 2018, ATOP has expanded far beyond its Queensland origins, reaching users across Australia—including regions over 2,200 miles away from its initial base.

Key outcomes include:

  • Streamlined user experience from registration to completion

“We are the only traffic offenders program in the world with facial recognition software,” Lara said. “And we’re now looking to expand internationally.”

What began as a local training program has evolved into a scalable, national—and soon international—digital business.
