The Rhode Island Department of Environmental Management (DEM) has partnered with Everblue, an innovative technology company, to streamline the licensing process for commercial pesticide applicators throughout the state.

Bringing Pesticide Licensing Online in Rhode Island

Using Everblue’s proprietary registration system, licensure candidates can now register online and gain immediate access to on-demand exams. After completing a system check, candidates can take their exam from home and receive results immediately upon completion, with scores also transmitted directly to the state.

This process improvement was accelerated by the COVID-19 pandemic, as agencies sought safer and more efficient ways to continue operations.

A More Efficient and Accessible Experience

“DEM is proud to partner with Everblue to deliver a responsive, clear, and predictable customer service experience,” said DEM Acting Director Terry Gray. “By offering an online exam option, we can certify pesticide contractors while limiting in-person contact and improving efficiency.”

The online testing platform is available 24/7 and provides a more flexible experience for candidates, while still allowing in-person testing for those without computer access.

Secure, Scalable Testing for State Agencies

Everblue’s platform includes both automated and live online proctoring options, with identity verification and monitoring tools to ensure exam integrity. The system manages exam delivery, proctoring, scoring, and reporting—reducing manual effort for state staff.

DEM joins several other states—including Massachusetts, Iowa, North Carolina, Tennessee, Florida, and Connecticut—that have partnered with Everblue to modernize their certification processes.
